maintaining the highest scale of Canadian wages, the supremacy of the Canadian
workshop, and the development of the enormous natural resources of the
Dominion. That our party should steadily strive to obtain a mutual protective
tariff within the Empire, and the future growth of Canada requires a fixed and
definite policy of national development, which can only be successfully carried
into effect by the Canadian party which first recognized the possibilities of
the Canadian West, and adopted a national policy for the upbuilding and
establishment of native industries, the development of our natural resources
and the providing of employment for our own people.
