Introduction

In 1870, Congress passed an act creating the Southern Claims Commission (SCC). Southern Loyalists had been seeking payment for losses suffered in the Civil War. Local Commissioners were appointed to receive these claims. They had to decide if the claim was valid. They also had to decide if the claimant was actually a Loyalist to the Union during the Civil War.

Citizens of Benton County, which represented one percent of the SCC claims, filed at least 210 claims. The neighboring county to the south, Washington, had over two percent of the claimants. Of the 210 claims from Benton Co., AR, there were 89 Barred, 50 Disallowed, 67 Allowed, and 4 Unknown. The total amount claimed was $321,806, and the amount allowed and paid was $35,245.

Information in this index was obtained mainly from the U. S. National Archives and Records Administration (NARA), College Park, Maryland: NARA Series M87, microfilm 14, “Consolidated Index of Claims”, Records of the Commission of Claims (Southern Claims Commission), 1871 -- 1880.

If you find no relatives listed in the claimants’ index, identify the neighbors in census records. Use 1860 and 1870 census of Benton County. Identify the 17 families before and after you relative in the census. Check the claimant list for these neighbors. If you find some, there claims may be available on footnote.com. If not, and it is a very close neighbor, you may want to order the file from the National Archives (NARA).

In preparing this index, conflicting information was sometimes obtained when other sources were used. Most of these conflicts were satisfactorily resolved. However, in the case of the Edens (Claimants #59), confusion reigns. What is listed is referenced as being found in Footnotes, but it is not under Edens. The compilers are certain they saw the information. Thus, it is left in the index, and perhaps someone will be successful in finding it again!
