FRANK H. HOWARD, of the firm of Smith, Howard & Smith was primarily educated for 
the medical profession, and was practicing in Mexico when, in 1869, his father 
Volney E. Howard, was elected to the Supreme bench, and he came to Los Angeles 
and studied law, was admitted to practice , and since then has been thus 
engaged. His father was an eminent lawyer, an independent Democrat, a 
conspicuous member of the State Constitutional Convention of 1878-�79, and died 
in May, 1889, at the age of eighty years.
