HOWARD, of the firm of Smith, Howard & Smith was primarily educated for the medical profession, and was practicing in Mexico when, in 1869, his father Volney E. Howard, was elected to the Supreme bench, and he came to Los Angeles and studied law, was admitted to practice , and since then has been thus engaged.
