Early in life he was taken by his family to Santa Barbara and his childhood was spent at that place. It was not until 1850 that Mr. Lugo came to San Luis Obispo County. Then hardly a settlement was to be seen anywhere. He engaged in ranching extensively, and for many years was foreman of a large ranch known as the Paso Robles ranch. In 1870 he came to San Luis Obispo and has been engaged in the cattle business ever since, residing at present in the city and living a very quiet life. He is a very familiar figure on the streets of the city. When out of doors he is always on horseback, sitting as erect as a soldier. He is eighty years of age.
