TOWNE (Republican) was born in St. Paul, Minnesota, September 24, 1874, and attended the public schools and university of that State. After leaving the university he was in the employ of the Southern Pacific Railroad Company at Sacramento in the machinery, drafting and testing departments. Since then, he has been engaged in viticulture near Lodi, and during the year 1909, 1910 and 1911 he was a member of the San Joaquin County Highway Commission, which position he resigned to take a membership in the Department of Engineering of the State of California, as one of the three appointed members of that board.
