Son of Dwight and Eliza Kirby Spencer, was born in Jackson County, Missouri, August 22, 1844. In 1852 he came to California with his parents, who first settled near Sacramento. They afterwards moved to Green Valley, Solano County, and after a short residence in that place moved to Napa County. In 1864 Dennis entered the Santa Clara College, where he remained for two years. In 1872 he entered the Union University Law School at Albany, New York, and was admitted to practice May 7, 1873. He then returned to Napa County, and in 1874 was elected District Attorney, and served three terms. He was admitted to practice in the Supreme Court of California April 13, 1874.
