Frank McGill Nelson Sr. was born in 1877 in Bagdad, Florida. He married Helena Olivia Appleberg of Pensacola, Florida, in 1911. They settled in Southport, Florida, immediately after the wedding and their first two children were born in Southport. They moved in 1914 to Panama City. Frank Sr. was very active in civic affairs. He served as the third sheriff of Bay County, Superintendent of Schools from 1918 to 1921; the state legislature from 1917 to 1919 and as Mayor of Panama City for three terms. Frank Sr. died in 1937. In 1951 the new bridge across Massalina Bayou was named in honor of Frank Sr. Descendants still live in this area and they also remain active in civic affairs.
