Charles Turner Porter and Annie the son of Joseph Martin Porter and Elizabeth Jane Mashburn, Charles was born in Econfina in 1877. Both of his parents were born and grew up in the area, and his great-grandfather, William Marion Loftin, was among the first settlers in Bay County. As a young man, Charles moved to Saint Andrews to accept employment at the old Ware Mercantile Company and married Annie Moates. He was appointed Bay County Tax collector in 1927 to fill the unexpired term of the late J. B. Blackwell and was described in the St. Andrews Bay News as "a man who is well and favorably known, and a man with splendid business qualifications." Charles Turner Porter held that position in 1933 when he died in an automobile accident when his car went into the Bay near Tarpon Dock Bridge.
