This is from a handwritten list titled, "Hoke Smith Club".  It is written on the back of a 1907 property tax return. I believe it was written by J. F. McLean.  Hoke Smith was a candidate for Governor of Georgia in 1906.  (Please see transcribed article from an Atlanta newspaper linked at bottom of page - it concerns Hoke Smith supporters in Fayette County also)
