Robert Martin, Executive Director Institute of Museum & Library Services(+) Panelist, Managing Knowledge and Creativity in a Digital Context December 13, 2004 at the John W. Kluge Center, Library of Congress (+) "[The] Institute of Museum and Library Services... established by Congress and signed into law by President Clinton in 1996, administers federal library and museum programs formerly housed in the Department of Education. Under the legislation, the directorship alternates every four years between individuals with special competence in library service and museum service." Robert S.
