Customs and Excise (HMC&E) and the individuals who served in this, the oldest Department of the British Government, within in

Preventive Water Guard service formed in1809 as the sea-based arm of revenue enforcement in the United Kingdom to combat
smuggling. It was reformed in 1923 as the separate department within HM customs & Excise, responsible for the collection of
Excise revenue and the detection of prohibited and restricted goods, from the passengers and crew of ships and aircraft, and other
