If a mailing list already exists for a particular surname, subscribers will let the user know the name of the list, how to subscribe, etc. If a list doesn't exist, subscribers will be encouraged to help out with pertinent information. If there are sufficient posts for a particular surname and a new list is justified, users will be asked to volunteer to start and maintain a new list. If there are no user volunteers, one of the "old timers" will request that RootsWeb allow the new list with the requestor as the list owner.
