Some notes about the Harlan KY tax lists:
 
The transcription project of the 1888 and 1891 Harlan KY tax lists was undertaken to provide a substitute for the missing 1890 census.  The 1888 and 1891 years were chosen because the 1889 list is not complete and the 1890 list is missing.  Thus, 1888 and 1891 provided two years that were closest to the 1890 year.  The tax lists have been inconsistent from year to year in listing all resisdents, therefore 2 tax years were chosen in order to provide a better chance of capturing the majority of the residents.  
 
The data extracted was the tax payer name (typically head of house), the nearest neighbor (where listed), the number of males in the household 21 and over, and the number of children in the home, 6-18.  In addition, the 1891 list includes a taxing district which gives an area where the tax payer lived.
 
It is recognized that this listing is not a complete substitute for the missing census, but can be used along with other resources (i.e. 1890 Veterans census, 1897 Harlan KY school census) to track the presence of a person/family in Harlan County between 1880 and 1900.
