AN INDUSTRIAL SCHOOL

Commendable Movement for an Organization of This Kind


        There was an enthusiastic meeting Thursday night a the Central M.E. Church, attended by member of the different churches and other citizens, to consider the establishment of an industrial school.  Mrs. Obennaur, of Bay City, has agreed to superintend the work.  Nowhere in the state can be found a more experienced and capable leader.  Ways and means were discussed, committees appointed and another meeting for organization called for next Thursday evening.  A good building in a splendid location has been offered for the purpose and it is hoped the school can be started next Saturday. The following persons signed the call for the meeting or organize an industrial school association:  The Revs. C.P. Bates F. Bagnail, and C.M. Thompson; Rev and mrs. J.C. Carman, Dr. and Mrs. H.R. Floyd, MMessrs. and Mesdames A.Z. Withey,, John Webb, Jas. Follis, D. Campbell, E.Wingett, A.M. Sharp, George Blank; Mesdames H.A. Reads, R. Prosser, J.K. McDonald, Geo. Reid, J.G. Scribner, Ida Cameron; Messrs C. W. Pickford, Jos. McLachlan, Angus McMillan, Arthur McMillan and R. Jamison.   Everybody interested in the establishment of such a school, which will have a night school and other valuable features associated are requested to be present at the meeting for organization next Thursday evening at 9 o'clock in the M.E. Church.

A Worthy Institution Which All Should Support With a Hearty Will.

        In the matter of the industrial training of children, as well as in every commendable enterprise, the Soo is bound to keep pace with other live cities of the state.  At a meeting called for the purpose, at the Central M.E. Church, Thursday evening, a temporary organization of the Sault Ste. Marie industrial School association was effected, the Rev. C.P. Bates as moderate and the Rev. J.C. Carman as secretary.  Some $33 per month for the first six months was reported as already subscribed.   The building formerly used by the Mother's society of the Episcopal church, now owned by E. W. Kibby, was reported as secured at a very reasonable figure.  A committee on constitution and by-law for the association was appointed as follows: J.T. Moore, Rev. F. Bagnall and George Blank. An executive committee was appointed to act until a permanent organization is made as follows:  C.W. Pickford, Mrs. Donald Campbell, and Mrs. J.C. Carman.  The committee was empowered to collect and disburse funds as necessary and to make final arrangements for beginning the school this afternoon at 2 o'clock.
        The following is a partial list of constituent members, it having been agreed that any one shall be counted as a member of the association who shall contribute 25 cents a month for its equivalent for the work of the school:  Revs. and Mesdames C.P. Bates, F. Bagnall, C.M. Thompson and J.C. Carman; Dr and Mrs. H.R. Floyd; Messrs. and Mesdames A.Z. Witney, Geo. Blank, James Follis, D. Campbell, A.M. Sharp, J.W. Sutton, Chase S. Osborn, C.W. Pickford, R.D. Ashmun, Geo. Freeborn, E. Winget; Mesdames Mary Marshall, Chas. Ripley, Lawson, Geo. F. Reid, R. Clara Compton, Lottie Ferris and Ida Cameron; Messrs J.H. Steere, M.J. Magee and Wm. M. Snell.  Many other persons have agreed to contribute whose names have not been enrolled.
        The school will be in charge of Mrs. Emma Obenaner who has had much experience in this kind of work.  Though it will start in a small way, yet, with the encouragement that it is sure to receive it is bound to grow steadily in importance and benefit.  The movement is a commendable one and worthy of every encouragement by the citizens.

Articles of Incorporation Adopted and Officers Elected

        At a meeting of the Industrial School association of Sault Ste. Marie, on Wednesday evening, officers were elected as follows:    President, Rev. T.R. Easterday; vice-president, Hon. J.H. Steere; board of trustees, Geo. Blank, Chase S. Osborn, E. J. Winget, W.M. Snell, Mrs. C.S. Beadle, Mrs. J.G. Scribner and Mrs. D. Campbell.  A secretary and treasurer will be elected later.  Articles of Incorporation were also adopted as follows:
        ARTICLE 1    The name of this corporation and by which it shall be known in law is, "The Industrial School Association of Sault Ste. Marie, Michigan" the the term of its corporate existence shall be thirty year from the date hereof.
        ARTICLE 2    The object of this association shall be, To organize, establish, maintain and conduct a school or schools for the relief, instruction and industrial training of the children and pupils who may attend the same, or who may be committed to the care of the association, with a view to promoting their moral, intellectual and physical welfare, and for that purpose shall have power to acquire, own and hold all such real estate and other property, and erect, or lease such buildings as may be necessary for the transaction of its business and carrying out the said purposes.
        ARTICLE 3    The place of business of the association shall be at Sault Ste. Marie, Mich.
        ARTICLE 4--Sec. 1--- Its officers shall consist of a President, Vice-President, Secretary and Treasurer whose duties shall be such as usually pertain to the same officers in similar orgazinations and in addition thereto, a Board of Trustees as hereinafter more specifically mentioned.   Sec. 2---The President and Vice-President shall be elected by ballot by the members at the annual meeting each year, and shall hold their office for one year, or until their successors are duly chosen.  Sec. 3---The Secretary and Treasurer shall be elected by the Board of Trustees as hereinafter specifically mentioned, and shall and shall hold office for one year or until their successors are duly elected.  Sec. 4---The Treasurer before entering upon the discharge of his duties, shall give a bond to the association in such sum as the trustees may determine and to be approved by them, for the faithful performance of his duties and the safe custody and proper disposition of the funds of the association.  Sec. 5---The President and Treasurer at the annual meeting of the association shall each present an appropriate report covering the duties and work of their respective offices for the proceeding year, and shall make such other and further reports as the Board of Trustees may from time to time require.  Sec. 6---Any officer removing from the said Chippewa county, or absenting himself from three consecutive regular meetings of the association of its Board of Trustees without furnishing an excuse for such absence satisfactory to the trustees, shall be deemed to have forfeited his office, and the Board of Trustees may by a vote of the trustees present at any regular meeting remove any officer found guilty of official misconduct, or neglect of his duties.  Sec. 7---In case of a vacancy occurring in any office from any cause, the trustee shall have power to all such vacancy until a regular election can be held.
        ARTICLE 5    Trustees    Sec. 1---The legal title to all property and the general management and control of the affairs of the association shall be vested in a board of trustees consisting of nine members including the President and Vice-President, who, by virtue of their offices shall be also members of said board, a majority of whom shall constitute a quorum for the transaction of business.  Sec. 2---Said trustees shall be elected by ballot at the annual meeting each year, and shall hold office for a term of one year, or until their successors are chosen.  Sec. 3---Said trustees immediately after their election each year shall proceed to elect from their number, a Secretary and Treasurer who shall also act as Secretary and Treasurer of the association.  Sec. 4---The trustees shall have authority to appoint a general manager of such school or schools as may be established, with such teachers and assistants as they may deem advisable.
        ARTICLE 6    Membership     Sec. 1---Any person 17 years of age, of good moral character, may become a member on being elected thereto by a majority vote of the members present at any regular meeting, and pledging himself to contribute at least 25 cents or its equivalent, monthly and signing the articles of association.  Sec. 2---Fifteen members shall constitute a quorum for the transaction of business, but a less number at any regular or special meeting duly called, may adjourn from time to time until a quorum can be obtained.  Sec. 3---Any member may withdraw from the association on giving written notice to the Secretary and paying up all back dues. Any member failing for six months to pay said monthly contribution as hereinbefore specified, shall be deemed to have forfeited his membership; or any member found guilty of disorderly immoral or unbecoming conduct, may be suspended, or expelled by a two-thirds vote of the members present at any regular meeting.
        ARTICLE 7---Sec. 1---The annual meeting of the association shall be held on the second Wednesday of February of each year at such hour and place as the President, Vice-President and Secretary may determine.  Sec. 2---A regular quarterly meeting of the association shall be held every three months on the second Wednesday of January, April, July and October of each year at such hour and place as the President, Vice-President and Secretary may from time to time determine.   Sec. 3---A special meeting may be held by the board of trustees at any time, and such meeting shall be called by the President on the written request of five members of the association on giving at least one week's due notice thereof.  Sec. 4---The board of trustees shall hold a regular meeting at least once a month on such day, and at such hour and place as they may from time to time determine, for the transaction of such business as may properly come before them, and special meetings may be called by the President at any time, and shall be called on the written request of three trustees.
        ARTICLE 8---These articles of association may be amended an any regular meeting the association by a majority vote of the members present, providing written notice of such proposed amendment be given at a previous regular meeting.
