 Joseph Bull was a sea captain and trader. During the period of the regicides Whalley and Goffe in Connecticut, it is reported that Joseph Bull hid Col. Goffe in his house, under the name of Mr. Cooke. It is reported that Gov. Andros of New York had ordered Goffe's arrest but apparently he had been warned in time and escaped from the house before the search was made. When the royal commissioners arrived in Connecticut in July of 1664, Whalley and Goffe were at Milford. They moved on to Hadley where they remained for ten years. Whalley died around 1674 and in 1676 Goff returned to Hartford where he is supposed to have lived either with Thomas Bull or son Jonathan. The colonial records show that John Loudon of Windsor stated that Capt. Joseph Bull Sr. of Hartford had been keeping Col. Goffe and was trading goods for him.
