MacNutt made some interesting comments about the role of road acts in the late 1830s when responsible government was finally achieved:
In spite of the fact that the executive council possessed the confidence of the assembly, [Lieutenant Governor] Harvey discovered that he could not initiate any expenditure of public money. The vastly enlarged revenue was at the disposal of committees of the house of assembly. "The consequence is that the Bye Roads grants are looked upon throughout the country as the members' pocket and popularity money." By this time the system was so deep rooted that storekeepers would extend labourers credit on the mere prospect that a road or bridge would be forthcoming. If a member of the house of assembly failed to deliver the expected commission, financial distress was the lot of the disappointed supervisor and those who depended on him.
