A Little Bit of History Sampson County, North Carolina was, in 1784, formed from Duplin County, North Carolina and the county seat is located at Clinton, North Carolina. The county was named after John Sampson who was the recorder of deeds in Duplin County. He was also the first mayor of Wilmington, North Carolina.
