I can't speak to availability of the AGR in the localities you mention,
but I got photocopies for my NY regiments of interest from Paul Petersen's
copying service. He uses the Connecticut State Library and charges
$0.15/page + $5.00 + postage and gives great service; he invoices
upon delivery. (It was cheaper than gas and parking for me.) Email
him at 'bnsnews@juno.com' if interested. Rosters for most regiments
run about 20 pages although some are in a different format and run
about 90 pages.

Note that the regimental rosters in the NY Adjutant General's Reports
are _not_ necessarily complete lists of the soldiers that served in
the regiments.

If you're merely trying to determine which regiment your ancestor
served in, I suggest that instead you get a copy of the National
Archives military index microfilm via Interlibrary Loan at a local
public library with a microfilm department, or from a local LDS
(Mormon) Family History Center. The title is "Index to Compiled
Service Records of Volunteer Union Soldiers Who Served in
Organizations From the State of New York", Series M551 (157 rolls.)
See the National Archives Gopher:
gopher://gopher.nara.gov:70/11/genealog/holdings/catalogs
for the roll number corresponding to your surname of interest.
