Who Has Burial Records?

Hi Folks!
Im hoping that someone out there might have an idea of where I should look
from here in the search to find burial information on my GGrandfather
Charles FM Greene who died 1912 in NY City.

I have a copy of his death certificate which states he was buried at Mt.
Hope Cemetery in Athens, Greene Co. NY. Yet the cemetery repeatedly tells
me that they have no records prior to 1914. The obituary for Charles
states also that he was "interred in Athens". I have checked with the only
other cemetery in Athens, and they have no record of him either.

A cousin of mine searched both cemeteries and there is no headstone for the
man, although many of the rest of the family is buried there. I do know
that his wife and son are buried at Mt. Hope, a search of their burial
records does not indicate that Charles FM Greene is buried with them.

I have written to the Church where the cemetery is located, more than once
now, and they do not reply to my letters.

Is there any State or Local agency that would have records of who is buried
where? What else should I do to try to find information on my
GGrandfather?
