NY abstract of wills at Surrogate's Office

Yesterday I received in the mail a catalog from Heritage Books.
It described a CD-ROM containing a 17 volume set of
abstracts of wills on file in the Surrogate's Office for New York 1665-1801.

My New York ancestors are of three groups:
Dutch arrivals in the 1600s (moving to Ohio in early to mid 1800s)
German arrivals in early 1700s (moving to (West) Virginia in mid 1800s)
New Englanders

My question is:
Are most New York colony/state estates in the period 1665-1801
likely to be on this CD-ROM, or were records generally kept at
a more local level?

By the way, my New York surnames are:
Bloetgoet, Brush, Knapp, Quackenboss, Rogers, Slokum, Van Schaick/Scoy
plus some Dutch patronymics.
