By the way, I suspect that this recalcitrance can be overcome with the
assistance of persons INSIDE the NYS government. When I have visited the State
Archives and the State Library, the staff have expressed exasperation with the
Dept. of Health and sympathy with researchers' frustrations.
And, as the state spends money to run an excellent free library with remarkable
genealogical resources and helpful, plentiful staff, I don't think budgets for
the Health Dept. are the problem.
