In German, "Diplom" means diploma or certificate.
"Wirt" means host or innkeeper. Even though you didn't have a period (.) after
Wirt, I suspect it may actually be used here as an abbreviation for
Wirtschaftsprufer, the German equivalent to a CPA.
"Betr." is most likely an abbreviation for Betriebsleiter, a manager or
superintendent.

Thus, "Dipl.Betr.Wirt" may signify the German equivalent of an MBA.
DISCLAIMER: it has been 29 years since I lived in Germany, so I am no expert in
the language!

"Betr.Wirt" alone might have signified the manager of a pub (Wirthaus), but the
only German word starting Dipl in Langenscheidt's Dictionary is Diplomat (just
what it looks like in English), and this makes little sense in connection with
the other two. But the era of the person in question may affect the
interpretation. If it is pre-1900, I highly doubt it means MBA etc.
