To furnish the number of regiments of volunteers called for in the requisition made by the President, April 23, 1898, on the Governor of the state of New York, Brigadier-General Peter C. Doyle, commanding fourth brigade, N.G., N.Y., was, in Par. I, G.O. No. 8, general headquarters, state of New York, dated adjutant-general's office, Albany, April 27, 1898, ordered to organize one twelve-company regiment from the separate companies of his brigade, and the regiment was designated as the "third regiment, infantry, national guard." The First Battalion included Company D, forty-eighth separate company. This company was previously known as the Forty-eighth Separate Company (Fouth Brigade), and based at the State Armory, East First Street, Oswego, New York.

The Forty-eighth Separate Company was formed by the consolidation of the twenty-ninth and thirty-eighth separate companies on May 4, 1892. It was on duty in aid of the civil authorities at Syracuse in August 1890 as the twenty-ninth and thirty-eighth separate companies. It was also present at Buffalo during the switchmen's strike in August 1892 and at a strike in Oswego in July 1894.

Pursuant to special orders, Nos. 70 and 72, adjutant-general's office, dated April 30th and May 1st, the Fourty-eighth Separate Company left their home station, via the New York Central & Hudson Railroad, at 8:00 pm on May 1, 1898, under charge of General William M. Kirby. They arrived at Camp Black, Hempstead Plains, Long Island, at 9:00 am on May 2nd and proceeded to make camp. Captain William Wilson and Captain Mighells B. Butler were nominated as majors of the regiment. The medical examination of the officer and men commenced on May 10th, and developed the fact that about five percentum of the men could not be accepted, and other men were sent from their home stations to replace them.

The regiment was mustered into the service of the United States and became, in accordance with general orders, No. 11, adjutant-general's office, state of New York, series 1898, te "third regiment infantry, New York volunteers", May 17, 1898. They left Camp Black May 28th and proceeded to Camp Alger, near Dunn Loring, Virginia, over the Baltimore & Ohio railroad, arriving at Dunn Loring at 8:00 am May 29th. Upon arrival they marched about three miles to its camp, being assign to the first brigade, second division, second army corps. More recruiting parties were sent to home stations and by mid-June the first enlistees were joined by other recruits. The colors of the regiment were presented by the Sons of the Revolution on June 7th.

On June 22nd, the regiment, with the 159th Indiana volunteers, went on a practice march and out-post duty, carrying packs, blankets and shelter tents, to the Allen farm, on Difficult Run, about eleven miles from Camp Alger, and were absent three days. On July 25th Major Albert Mortimer Hall's battalion was detailed as one of the three battalions composing the provost guard of the corps. Company D remained doing duty in and about the camp until between June 25th and August 12th. The battalion remained at Camp Alger until August 17th, when it proceeded by rail to Camp Meade, Middletown, Pa. On September 3rd orders were received to prepare the regiment for muster-out of the United States service. Camp equipment was turned in, and the regiment departed from Camp Meade on September 12th, at 7:00 pm via the Pennsylvania railroad. They arrived at Elmira, NY at 6:00 am the next day, when the regiment disembarked and paraded for the last time. Company D was returned to the cars and proceeded to Oswego, their home station and armory, to prepare for muster-out.

Upon arrival at their home station the enlisted men of the several companies were, by orders received from the adjutant-general, United States army, given verbal furloughs for thirty days, except the necessary guards and clerks. All of the companies were mustered out of the United States service by Captain E. R. Hills, fifth artillery, United States army, to date November 30, 1898. Company D actually mustered out December 1st, 1898, at Oswego, NY.
