Obituary
Gus Debassige an Influential Political Force and Noteworthy Entrepreneur
By Jim Moodie
M’Chigeeng - If he wasn’t cracking jokes with customers and staff, he was cracking pool balls on the table he kept in back of his rambling convenience store/garage/Laundromat emporium on Highway 551.
But behind the fun-loving exterior was a man with shrewd instincts and strong ambitions who had worked in South Asia in the 1950s, become his reserve’s youngest chief at the age of 31, and who would go on to wield a significant political influence throughout the remainder of his long and productive life.
Augustine “Gus” Debassige was born in West Bay - as M’Chigeeng was then known - in 1928, one of five children. He played hockey and baseball in his youth, while also developing an interest in vehicles and an aptitude for the intricacies of engines.
As a young man he travelled to Thessalon to work on a dam project as a diesel mechanic, and later found work in Sudbury, helping on a radar station project for Falconbridge. In between, he married his M’Chigeeng sweetheart Loretta Beamish - the two wed in 1951, celebrating their 56th anniversary this fall.
After living in Hanmer for a few years, the couple’s life took an unusual trajectory: Gus had been offered a job in a country located halfway across the globe. “I was working at the General Hospital in Sudbury,” recounted Loretta, “and one day Gus came to pick me up and said, ‘How would you like to go to Pakistan?’”
Turned out the company he was working for was involved in a dam-building project in the distant nation, and since prospects in Sudbury were dim at that time, they agreed to go. Gus went first, with Loretta joining him a bit later. Both had to get inoculated against yellow fever in Toronto before boarding a plane.
“We were in Pakistan for 40 months,” the widow related. “But we were allowed to come home for a month at Christmas.”
Increasingly, the two were homesick for Manitoulin, and finally came home for good in 1959. That very same year, Gus, who was driving a school bus for the reserve, decided to run for chief of the First Nation.
Although only 31 at the time, the globe-trotting mechanic got the nod, and would be returned in the position several times, holding the post for 10 years before his brother James succeeded him.
The period of Mr. Debassige’s tenure as chief was a pivotal one for the community marked by several key battles with the federal government and groundbreaking strides that were made towards self-determination.
Lewis Debassige, who delivered the eulogy for Gus at his funeral on December 1, noted that “in 1959, there was no band administration and the Indian Agent had a radical monopoly over our people’s lives, right from the cradle to the grave - everything from the issuing of birth certificates to how property would be disposed of to pay for the funeral. Indian Affairs was untouchable.”
But one young chief dared to challenge the status quo. In 1960, Gus Debassige took exception to two federal positions that he felt posed simultaneous threats to his community’s autonomy, and, in an unprecedented move, pressed for the removal of the Indian Agent of the day, J.L. Whitney.
A Sudbury Star article from January 21 that year notes that “the blowup occurred on January 12, when Whitney, who understands no Ojibway, asked that council discussions be held in English.”
That was the first insult. The second was that Mr. Whitney was apparently calling for the relocation of the community’s school-children to Mindemoya, where they could be more effectively integrated into the mainstream society.
Not everyone in M’Chigeeng shared Mr. Debassige’s position, with 60 band members rallying to the defence of the agent and signing a petition that called instead for the removal of the chief. But in the end it was Mr. Debassige who kept his job, and the community also kept its school.
“Gus was emphatic that it was our reserve, and our language,” said Lewis Debassige. “And he pressed on to save the school.”
It was partly through such campaigns that the young Gus Debassige developed a strong relationship with Lester B. Pearson, then the member for Algoma East and soon, in 1963, to become the prime minister of Canada. “He gained a direct line to the leader of the Liberals,” said Lewis.
It was a connection that would prove fruitful. In August of 1968, Mr. Pearson was present in M’Chigeeng to help launch the new Lakeview School in M’Chigeeng. An Expositor photograph from the time shows Chief Gus, along with MP Maurice Foster, looking on as the former PM (he’d recently been succeeded by Trudeau) cuts the ribbon.
Mr. Debassige would himself be replaced as chief of West Bay within a year, but he would continue on as a band councillor for a dozen years, as well as maintain a lifelong allegiance to the Liberal Party, becoming a key campaigner and behind-the-scenes advisor for both provincial and federal Grits.
Mike Brown, Algoma-Manitoulin MPP since the late 1980s, recalls being encouraged by Gus to run in his first campaign, and could count on his support in every subsequent electoral battle. “I always knew the campaign was officially under way when Gus put up his big red sign in M’Chigeeng,” he said.
Five years ago, he noted, “I paid tribute to Gus for 15 years of service to my campaigns - and it went on to be 20. He always helped me round up the vote, and was a cheerful guy who knew politicians and knew people,” said Mr. Brown.
Mr. Debassige was also acknowledged by the federal Liberals, receiving Christmas cards every year from Jean Chretien, and later Paul Martin, as well as a bigger, fancier tribute delivered in 1965 by then Minister of Indian and Northern Affairs Ron Irwin on behalf of Mr. Chretien during a ceremony held on the waterfront in M’Chigeeng.
Algoma-Manitoulin-Kapuskasing MP Brent St. Denis was present for that ceremony, and proud to be part of it. “I’d known Gus ever since the days when I worked for Maurice Foster; so going on 25 years now,” he said. “He was very much a Canadian, and very committed to the democratic process.”
In terms of his own campaigns, Mr. St. Denis said, “you could hardly ask for a better worker, supporter and volunteer. He was not only a leader in his own community, but influential by efforts felt well beyond his community. His memory will linger on.”
Alongside his political efforts, Mr. Debassige, along with his wife Loretta, was busy developing a far-reaching business enterprise on the edge of the nascent Lakeview subdivision to support himself and his family. ‘Blair’s Cash and Carry’ - a convenience store, laundromat, garage, and equipment rental service that was named after the couple’s son Blair - began 35 years ago at its current site, operating at first out of the vacant house that is now dwarfed by the surrounding compound of buildings.
While Gus is now gone, having passed away from heart complications on November 27, the business lives on, under the guidance of Loretta and the inherited expertise of grandchildren Jeremy and Ramona Ense.
That’s one legacy. But for Lewis Debassige, it’s the broader contribution to the community for which Gus should be most remembered. “He was always pushing for education and economic development,” he notes. “He was the first to retain Alfred Debassige as a band administrator in 1966 and he laid the foundations for the First Nation public sector we now have on Manitoulin.”
In his battles with the Department of Indian Affairs and efforts to shore up First Nation-guided institutions and resources, Gus “was ahead of his time in terms of self-government and self-administration,” he said.
The Lakeview School, now firmly part of the community, is a testament to such efforts. “A lot of band members are employed at the school and our children don’t have to leave the community,” said Lewis Debassige. “I don’t know where we’d be today without the political maneuverings of Gus.”
During a speech made on the occasion of the Lakeview School opening in 1968, then chief Gus Debassige said, “this school will change the lives of many Indian children.” While crediting the Liberal government of the day for its investment in the facility, he maintained, that, “in the end, it will be Indians who solve the problems because the problems are those of Indians…We are a proud people, and we are going to beat our problems by ourselves.”

JOSEPH de LAMORANDIERE
Death claimed the oldest pioneer in Killarney in the person of Joseph de Lamorandiere on Monday, Oct 1, 1934. "Uncle Joe" as he was familiarly called by young and old was born here on April 5, 1845. He was a grandson of the founder of this village and his home, the original house built by his grandfather, where a big brass latch still graces the hall door. "Uncle Joe" had a wonderfully strong constitution, walking to church every morning until the last few months when he became too weak to walk. He said his memory grew better as he grew older for he recalled vividly the first steamboat to come to Killarney, the "Gore" when he as a little chap was taken aboard by his father. He leaves to mourn their loss a sister, Mrs. Al. Egan, the last living of that family, and two nieces, Mrs. Frank Solomon, of Sudbury, and Mrs. A. Sagima, of this village. Interment took place in St. Joseph's Cemetery. Father Paquin singing the funeral mass.
The pallbearers were Messrs. Joseph Roque, Alf. Roque, Chas. Low, A.J. Lowe and A. Sagima.

In the days of the Tupper Government he was District Fishery Overseer for the Federal Government. He was a great reader and writer. In poitics (sic) he was a staunch Conservative, taking the Mail and Empire for 51 years.
