Albina was incorporated on February 4, 1887, and consolidated with Portland in July, 1891. The first City Council of Albina met on February 15, 1887, with Mayor J. H. Steffen presiding.

East Portland Records
East Portland was incorporated on October 31, 1870. Its original government consisted of a Board of Directors, the first president of which was A. M. Loryea. This was later changed to a city council form of government. Consolidation with the City of Portland was approved by the citizens of East Portland on June 1, 1891, and officially occurred in July, 1891.

Linnton was incorporated on October 5, 1910, with a city council form of government. J. B. Schaefer was the first mayor. Linnton combined with Portland in July, 1915.

Sellwood was incorporated in February, 1887. J. G. Cunningham was the first mayor and presided over the first City Council meeting on March 12, 1887. Sellwood was annexed to Portland in 1893.

St. Johns was incorporated on March 23, 1903. It had a city council form of government, with C. A. Cook as the first mayor. The last council meeting was held July 6, 1915, two months after an ordinance for annexation to Portland was adopted. The annexation took place in July, 1915.
