06 April 1839: The first elected school board of
Charlestown township met at the residence of Isaac King. It was
decided that a tax of $420 would be levied on the township's taxable
inhabitants. The salary of the teachers was to be $1 per day and the
school term was to be 3-1/4 months. The board was to meet quarterly
throughout the year. The following resolution was adopted:
"That the patrons of each school in the district to meet at their
respective schools and appoint their own teachers."

20 July 1839: The school board met and accepted a bid of William
Little as contractor, to build a new school house at Little's for $400.
01 October 1839: The school board met at Little's School House and
approved the newly built school house by William Little.
04 April 1840: The school board met; George Young is appointed tax
collector. It was agreed that a $420 tax be levied on all taxable
inhabitants of Charlestown township. Teachers salaries were to be $1
per day.

05 May 1840: A special election was held to determine whether or not
the township's inhabitants were in favor of continuing as a public school
system: 43 YEA; 15 NAY
17 April 1841: The school board met; John G. Wersler is appointed as
tax collector. It was agreed that a $692 tax would be levied on all
taxable inhabitants of Charlestown township. The amount of $144 was
budgeted for each school. Salaries for teachers were set at:
$24 for male teachers and $13 for female teachers (monthly). The
calendar month was adopted for the school month.
14 August 1841: The school board met; it was agreed to lease the
school house at Union from John G. Wersler. Providing that funds
would be available, it was agreed that the school term be increased to 6
months.
02 April 1842: The school board met; John Patrick was appointed tax
collector. It was agreed that a tax of .20 be levied on inmates and
a tax of .40 be levied on single free-men. The school term was
reduced from six months to four months.

01 April 1843: The school board met; Henry Snyder is appointed
tax collector. A tax of $420 is to be levied on all taxable
inhabitants of the township. The salary for male teachers remained
at $24 (month). The school term was set at 7 months.

02 May 1843: A special election was held to determine whether or not
the township's inhabitants were in favor of continuing as a public school
system: 40 YEA; 18 NAY
December 1843: The school board reduces the school term to 4 months.
17 February 1844: The school board increases the school term to 5
months.
01 April 1844: The school directors met; Robert Hughes is
appointed tax collector. A tax of $420 is to be levied on all
taxable inhabitants of the township. Salaries (monthly) for male
teachers is to remain unchanged at $24.

15 August 1844: The school board approves a budget, allotting each
school $150 for fuel and teacher salaries.
Teaches who taught in the schools from 1839 through c1845 were:
Ezekial Auld, John Bodily, Jonathan Rees and John Snyder.
15 February 1845: The school board agrees to allot each school an
additional $25.
29 March 1845: The school board met; Isaac King is appointed as tax
collector. A tax of $460 is authorized for the taxable inhabitants
of the township. The school term was set at six calendar months and
the schools were to be open two Saturdays each month.

The school day was 8am to 5pm; except from October 23rd through February
18th, when the schools were to dismiss 20 minutes before sunset; one hour
lunch at noon.
02 August 1845: The school board met; for the first time since the
formation of the Charlestown School District, the school board appointed
the teachers of the schools.
27 September 1845: The school board approved a budget which allots
each school $145 for firewood and teacher salaries; $8 for repairs; and $5
for contingent expenses.
23 February 1846: School board adds one more month to the term for
the Hopewell School.
28 March 1846: School board meets; Isaac King is appointed as tax
collector. A tax of $480 is authorized for the taxable inhabitants
of the township. Teacher and salary appointments are made.

The Methodist Society is granted permission to use the Hopewell School
House for religious purposes. The Charlestown Brass Band is given
permission to use the school house at Union and Amity for band practice.
06 February 1847: The school board met; Jonathan Rees is to form a
committee to classify and simplify the textbooks of the schools; results:

05 August 1848: The school board disapproves any public school house
being used for any purpose other than a school room.
24 March 1849: The school board meets; a tax of 4-1/2 mills on the
dollar is approved. Teacher/salary appointments, including summer
school.

29 March 1851: The school board met; Charles Peck is appointed as
tax collector. A tax of $616 was approved and will be levied on all

27 March 1852: The school board met; Major Charles Peck was
appointed as tax collector. A tax of $672 was approved and is to be
levied on all taxable inhabitants of the township. Teachers and

17 April 1852: The school board met to consider the
building/erection of a school house for the colored children in the upper
end of the township.
02 April 1853: The school board met; Ezekiel Auld was
appointed as tax collector. Teacher/salary appointments, including
summer school.

25 March 1854: The school board met; Charles Peck was appointed tax
collector. A tax of $680 was approved and is to be levied on all
taxable inhabitants of the township. Teacher/salary
appointments.
The tax collector of 1853, Ezekiel Auld, asked for exonerations on a large
number of inhabitants, who were unable to pay the levied tax, for reasons
such as : "left", "poor", "colored",
"rum succor", "not found", "dead",
"minor", and "lazy".

07 April 1855: The school board met; A tax of $680 was approved and
was to be levied on all taxable inhabitants of the township.

29 March 1856: The school board met; The board approved a tax of
2-1/2 mills for general expenses and 1/2 mill for building purposes.

28 February 1857: School board met; Resignation of board member,
William Little. Isaac Anderson was appointed in place of Little and
Daniel Coffman was elected treasurer.
John McCurdy and Benjamin Rapp were appointed to purchase ground on which
to build a new school house for the colored children of the township.
The board allotted the teachers additional 50 cents per month to their
regular salaries for janitorial fees and the cutting of wood.
18 April 1857: School board met; The board approved a tax of 3
mills for the general fund and 1/2 mill for the building fund.

At this time the directors agreed to accept bids for the building of a new
school house for the colored children. The following bids were
received:

$ 349; William Walker
William Walker was awarded the contract to build the new school house for
the colored children. The work was to be done in a substantial and
workman-like manner, subject to the inspection of the school directors.
14 November, 1857: School board meeting; the newly built school
house for the colored children was accepted from the contractor, William
Walker, by the school directors.
27 March 1858: The school board met; the board approved a tax of 3
mills, (equaling a sum of $1,075.83).
A contract was entered into with the East Whiteland School Board to send
their colored children to the Colored School at the rate of .04 per day.

06 December 1858: School board met; approval of the purchase of
three stoves (coal burning), for the Union, Amity and Colored school
houses. Coal purchased. Teacher/salary appointments.
28 March 1859: School board met; Christian Stine is appointed as tax
collector. The directors approved a tax of 3 mills (amounting to
$1,150.05). Teacher/salary appointments.

07 April 1859: School board met and it was decided to discontinue
school on Saturday's. Coal stoves were purchased for the school
houses of Hopewell and Littles; as well as candles, candle boxes and other
supplies. It was ordered that the Scripture be read once daily by
the teacher or one of the scholars. It was also decided that all
pupils would be ordered to bring excuses for absences and that tobacco was
not to be used by either the teachers or pupils. The directors
approved the purchase, from school funds, for readers and spelling
books. Parker's and Watson's series of readers was adopted, as well
as Gunneries Progressive Spelling Book. It was also adopted that the
parents were to purchase for their children: Greenleaf's Arithmetic;
Brown's Grammar; Smith's Geography and United States History (this being
the Board's attempt to standardize the textbooks).
Jonathan Rees was appointed a Committee to draft a set of rules to be
observed by the schools and examinations were to be held at the end of the
school term.
26 March 1860: The school board met. A tax of 3 mills
(amounting to $1,158.28) was approved. Christian Stine was appointed
tax collector. The directors approved the school day was to begin at
8:45 am and end at 4:15 pm; with one hour at noon and 15 minutes
recess. It was also agreed to use the calendar month. Two
months of Summer School was also approved. Teacher/salary

Two more months of Summer school was granted at the end of Winter School,
teachers being paid the rate of $18 per month.
25 March 1861: The school board met; Christian Stine was appointed
tax collector. A tax of 3 mills was approved (amounting to
$1,164.09). A supply of candles was agreed to be purchased.

27 May 1861: Resignation of board member, N. A. Pennypacker.
David Patrick is appointed to fill the vacancy.
24 March 1862: School board meeting; a tax rate of .80% of the
County tax, duplicate, is approved by the board (amounting to $992.55).
Christian Stine is appointed tax collected. Teacher/salary

The textbook, United States History, is introduced by the board.
The price of $1.25 is set for the cutting of one cord of wood,
stove-length, and splitting of the same.
16 June 1862: School board meeting; a committee is appointed to
confer with John G. Wersler regarding the tille of ground at the Union
School House.
Potter and Hammond's series of copy books were introduced into the
schools.
It was agreed that teachers were to hold conferences every other Saturday.
It was agreed that a fine of .50 would be set for non-attendance.
23 March 1863: School board meeting; it was agreed that the school
term be increased to 200 school days. Teacher/salary appointments.

Summer school teachers appointed: H. Marie Oberholtzer, Carrie B.

paid at the rate of $21 per month.

15 June 1863: School board meeting.
Due to army enlistment, thirteen men were exonerated from paying their
taxes.
4 June 1864: School board meeting.

(When D. B. Nyce resigned, William Howard was appointed to fill the

Henry Sloyer was appointed tax collector. The board approved a tax
of $1600, being 120% of county tax. (With an additional war tax of
$5)

Summer school teacher appointments for 4 months: Carrie B. Reinard,
Wm. Buzzard, John McGill, Kate Dickinson, Hattie D. Sahler.
20 February 1865-- Citizens meeting held at Littles School House.
The school board authorized a loan of $300 per man to pay bounties and
that said money be borrowed from the National Bank of Phoenixville for 90
days.
07 June 1865: School board meeting. Election of Officers-

Henry Sloyer was appointed tax collector. The board laid the tax at
$1300, at the rte of .003 and received $106.60.
The school term was set as follows: Winter term= 7 months; Summer
school= 2 months.
The board directed the Secretary to write to all the patrons of the
schools, asking them to visit the schools and thus lend encouragement to
the teachers and students.
School hours were to be 8:30 till 4:30 pm.
The Secretary was directed to visit each school on a monthly basis and act
as district superintendent.
Teachers were to hold conferences on the 1st and 3rd Saturday of each
month.
04 June 1866: School board meeting. Election of Officers-

Ezekiel A. Auld was appointed tax collector. The tax was laid at
.004-1/2 or $1900. A building fund tax was also approved at the rate
of .002-1/2 or $1000 and received a State appropriation of
$106.60.
The board purchased 40 copies of United States History.
The board directed that no white pupils were to attend the Longwood School
unless they had received a permit from the School Board.
Solar Charts were purchased by the board.
Students were instructed to bring an excuse for tardiness at school.
Summer school was discontinued and the school term was set at 9 months.
Teacher/salary appointments.
Condemnation of ground, at Mr. Wersler's, for the erection of a new school
house at Union. (Jury awarded to Mr. Wersler, for damages, the
amount of $75, which was accepted by the school board.) The
directors visited the schools and met with the directors of West Vincent
township and decided to pattern the new Union school after Paul's school
(in West Vincent twp.). The new building to be 32x36 feet.
03 June 1867: School board meeting. Election of officers:

Ezekiel A. Auld was re-appointed as the tax collector. The board
laid the tax at .0045 or $1800; the building fund at .0025 (or $1200) and
a State appropriation of $109.20 was received.

The board offered 2 acres of ground at Longwood School House for public
sale. The ground was purchased by Isaac Longacre for $126.
August, 1867: The contract for building the new school house at
Union was awarded to Thompson Davis and Jesse B. K. Young, for the amount
of $1,670.
09 March 1868: School board meeting. The board decided to
purchase ground for a new school house at Amity.
01 June 1868: School Board meeting. Election of officers:

Ezekiel Auld was appointed tax collector. The board laid the tax at .004
(or $2100); the building fund at .003 (or $1000) and a head tax of $
3.72.
Teacher/salary appointments.
The school board was unable to reach an agreement with Richard Nyce, for
the purchase of ground for the erection of a new school house at
Amity. The ground was eventually taken by condemnation
proceedings. A jury awarded Richard Nyce, the owner, $136 for
damages.
22 February 1869: The School board awards the contract to build the
new school house at Amity, to Robert Hughes, for the amount of $1,750.
04 June 1869: School board meeting. Election of officers:

20 December 1869: School board meeting. The new school house
at Amity was completed and accepted by the directors from the contractor,
Robert Hughes.
06 June 1870: School board meeting. Election of officers:

Christian Stine was appointed tax collector. The tax was laid at .0055 and
the building fund tax at .004.

01 November 1870: The board agreed to purchase 3/4 acre of ground
from Major Little for $127.50.
06 February 1871: The board awarded the contract for the building of
a new school house (Little's) to Jesse B. K. Young, for the amount of
$2,773.
12 June 1871: School board meeting. Election of officers:

The tax duplicate was $2500 and the building fund, $1133.

05 August 1871: The teacher conferences held on the 1st & 3rd
Saturday of each month were abolished.
The new school building at Littles was accepted from the contractor.
The upper room of this new building was granted to be used by the voters
of Charlestown township for election purposes and to the Charlestown Horse
Company for meetings.
10 June 1872: School board meeting. Election of officers:

The tax rate was laid at .033 and the building fund at .0015.

10 February 1873: The board decides to build a new school house at
Hopewell.
13 April 1873: The board purchases a 1/2 acre of ground from George
Fetter's, for the new school house at Hopewell; $100.
The board awards the contract for the building of the new school house at
Hopewell, to Abraham Titlow; $1810. The new building is to face the
public road.
03 June 1873: School board meeting; Election of officers:

The board laid the tax at .003 and the building fund at .0015.
State appropriation received, $201.50

Six maple trees were approved to be planted at each school.
11 September 1873: The board accepted the new school building at
Hopewell, from the contractor, Abraham Titlow.
08 June 1874: School board meeting; Election of Officers

John Shoffner was appointed as tax collector. The board laid the tax
at .0025 (or $1855.96). State appropriation received, $237.50.
The board adopts the policy of 22 days equals one school month.

The board ordered that no pupils wee to be removed from the school room as
a punishment.
