WAS born in Three Rivers, 1st March, 1822. He was the son of Dr. George Carter, and educated by Rev. Mr. Wood, of that city.  He then went for three years to Nicolet College, where he became a perfect French scholar. In 1838, he removed to
Montreal.  In 1840, he went to Quebec and entered the office of Aylwin & Short, both afterwards Judges, but returning to Montreal he completed his studies in the office of the late Sir John Rose, and was admitted to the Bar of Lower Canada in
February, 1845.  In 1856, he published '' A Treatise on Summary Convictions and Orders by Justices of the Peace, ), which work is still recognized as an authority by Bench and Bar.  In 1862, he was made a Queen's Counsellor. On account of ill-
health, he accepted the office of Clerk of the Crown, which he held for two years. Returning to practice, he was appointed Assistant Professor of Constitutional and Criminal Law in McGill College, being associated with the late Judge Badgley.  He
received the degree of D.C.L. from McGill and that of LL.D. from Lennoxville, of which Institutions he was one of the Governors. In 1871 he was elected by acclamation to represent the County of Brome in the Local Legislature. After a busy and eventful life he died in Montreal some years ago.
