The enumeration of the population for the census of 1870 began 1 June 1870 and for Wayne County, Tennessee was completed by the 31st of August 1870. Listed in the population schedules were all the individuals, white and black, but not including Indians, who were living in Wayne County, Tennessee at the time of the visit of the census taker. The transcription of the population schedules which follows is broken down by Civil District. The transcription was made from National Archives Microfilm Publication No. 593, Roll No. 1569. Please click on the Civil Districts listed below to visit that particular district page. Please note: The only post offices in the entire county in 1870 were Waynesboro and Clifton, all others having been discontinued as a result of the War of Rebellion. The fact that Waynesboro was listed as the post office on all districts does not mean the individuals listed in that district lived in Waynesboro. It is not known why Clifton was not listed as the post office for the appropriate districts, but Waynesboro appears in the headings of all the districts.

The 1870 population schedule added six additional columns of personal information to the fourteen columns gathered in 1860. These six columns deal with "Color", whether or not the father and/or mother were of foreign birth; and the relationship of each male over the age of 21 to his constitutional right to vote. All columns have been transcribed. |

| Column 18 | Whether deaf, dumb, blind, insane or idiotic |
| Column 19 | Male citizen of the U.S. of 21 years of age and upwards. |
| Column 20 | Male citizen of the U.S. of 21 years of age and upwards whose right to vote is denied or abridged on other grounds than rebellion or other crime. |
