LOCATION: The WATERS / PHILLIPS Cemetery is located in a field between Waters Ave and Church Street, on a hill above the east End of Watertown. Badly kept, trees down, 1/3 of the stones broken and on the ground. Transcribed Feb. 1993 by David & Anna Nettles.
