By state law, birth certificates can only be obtained if 75 years or more have passed from the date of birth.
State of Texas requirements for obtaining birth records within the past 75:
(a) Texas residents can order their own records or the records of their immediate family members.
(b)Non-residents may order their own record or the record of a child,
as long as their name is listed as a parent on that record
Immediate family is defined as self, child, parent, brother, sister, grandparent, and spouse
