BY LAWS OF THE LIBERTY COUNTY
GENEALOGICAL SOCIETY

ARTICLE 1 -NAME
The name of this Society shall be the LIBERTY COUNTY GENEALOGICAL SOCIETY
ARTICLE II - OBJECT
Section 1. The object of this Society shall be to record, collect, and preserve genealogical and historical records, to educate and instruct individuals or groups on techniques and standard genealogical research and to conduct educational workshops or lectures encouraging the public in genealogical research, and to support other genealogical organizations.
Section 2. To publish a quarterly newsletter, funded by the Society with an Editor appointed by the Executive Board. The Editor may appoint a committee to assist in publication and distribution.
ARTICLE III - MEMBERS AND DUES
Section 1. Membership Eligible and Admission Procedure. Membership is open to anyone with an interest in the purpose of the Society and by payment of annual dues.
Section 2. Membership shall be from January 1 to December 31 of any given Year.
Section 3. Dues shall be set by the Executive Board, and payable in advance on or before January 1 of each year.
ARTICLE IV - OFFICERS
Section 1. Officers and Duties. The officers of the Society shall be a President, a Vice-President, a Secretary, a Treasurer, and a Historian. These officers shall perform the duties prescribed by these by laws and by the parliamentary authority adopted by the Society.
Section 2. The President shall sign all checks in the absence of the Treasurer.
Section 3. The Vice-President shall act in the absence of the President, shall coordinate all publicity and serve on committee to collect and preserve the history of early settlers of Liberty County
Section 4. The Secretary shall keep a correct record of all meetings of the Society. A copy shall be given to the President, Secretary and Historian. A hard copy shall be stored at a place to be designated by the Executive Committee and a copy made available to the membership at the next meeting.
Section 5. The Treasurer shall receive all monies and pay all bills authorized by the Executive Board and keep an accurate record of receipts and expenditures. The Treasurer shall present a statement of account at every meeting of the Society.
Section 6. The Historian shall preserve and compile all history of the society. This is to include monthly minutes, all newspaper articles relating to the Society or its members, and any articles relevant to Liberty County history.
Section 7. Office Holding Limitations. No member shall hold more than one office at a time, and no member shall be eligible to serve more than two consecutive terms in the same office.
ARTICLE V - MEETINGS
Section 1. Regular Meetings. Regular meeting of the Society shall be held twelve (12) times annually.
Section 2. Annual Meeting. The regular meeting in December shall be known as the Annual Meeting and shall be for the purpose of electing officers, receiving reports of officers and committees, and for any other business that may arise.
Section 3. Special Meetings. Special meeting may be called by the President or the Executive Board. The purpose of the meeting shall be stated and except in cases of emergency, at least three days notice shall be given.
Section 4. Twenty (20%) percent of the active membership shall constitute a quorum.
ARTICLE VI - EXECUTIVE BOARD
Section 1. Board composition. The officers of the Society and the Newsletter Editor shall constitute the Executive Board . Each retiring President shall be a member of the Executive Board until replaced by the next retiring President.
Section 2. Board Duties and Powers. The Executive Board shall have general supervision of the affairs of the Society between its business meetings, fix the hour and place of meeting, make recommendations to the Society, and perform such other duties as are specified in these by laws.
ARTICLE VII - COMMITTEES
Section 1. Nominating Committee, Time of Elections. At the regular meeting held in October, a Nominating committee of three members shall be elected by the Society. It shall be the duty of this committee to nominated candidates for the offices to be filled at the meeting in December. The Nominating Committee shall report at the regular meeting in November. At this meeting, additional nominations from the floor will be permitted.
Section 2. Preservation Committee. A committee to preserve the History of Liberty County shall be composed of the Historian, Vice-President and other such members as the Executive Committee might designate.
Section 3. Financial Committee. The President shall appoint a Committee to examine the financial records if the Treasurer is unable to serve or is replaced through the election process. This will be done annually or on request of the Executive Board.
Section 4. Other Committees; President’s Ex-Officio Committee Membership. Such other committees, standing or special, shall be appointed by the President as the Society or the Executive Board shall from time to time deem necessary. The President shall be an ex-officio member of all committees except the Nominating Committee.
ARTICLE VIII -PARLIAMENTARY AUTHORITY
The Rules contained in the current edition of ROBERT’S RULES OF ORDER NEWLY REVISED shall govern the Society in all cases to which they are applicable and in which they are not inconsistent with these bylaws and any special rules of order the Society may adopt.
ARTICLE IX - AMENDMENTS OF BYLAWS
These bylaws may be amended at any regular meeting of the Society by a two-thirds vote, provided that the amendment has been submitted in writing at the previous regular meeting.
