Hon. Philip Livingston Chapter

Daughters of the American Colonists

When the Texas Society. Daughters of the American Colonists, was divided into chapters. Mrs. Mason Briscoe, State Regent, appointed Mrs. Richard N. Grammer as Organizing Regent of one of the four original chapters. The organizational meeting was held at her home in Fort Worth on October 6, 1958, and the chapter was confirmed by the National Board one week later, on October 13, 1958.

To honor Mrs. Henry Houston Hawley, Sr., Honorary National Vice president from Texas. the chapter was named for one of her ancestors, the Honorable Philip Livingston, born in 1686, whose ancestors were Scottish lords of the Stuart clan, and who was the second Lord of the Manor of Livingston in New York. He was named Secretary of Indian Affairs, served as clerk of the County of Albany, and was a member of the Provincial Council from 1724 to 1749. Livingston married Catherine Van Brugh, the daughter of Peter Van Brugh, mayor of New York. Mrs. Hawley attended the Apri1, 1959, meeting and presented the chapter with a gavel made from a branch of the pecan tree located in the yard of General Sam Houston’s home in Huntsville.

The chapter was assigned fifty-four members and was given a sum of money from the State Society’s treasury with which to begin its work. Two new members were approved for the chapter on its date of confirmation by the National Board. The ensuing year was spent in studying national and state bylaws and projects and in participating in every way possible for a new and widely scattered membership. By January, 1960, when the charter membership was closed, the chapter roster included twelve additional names: Mrs. H. W. McDade of Abilene, Mrs. E. G. Calloway of Brownwood, Mrs. Hyman Deckler of Fort Worth, Mrs. W. I. Fleetwood and Mrs. Harold V. Moore of Arlington, Mrs. Martin D. Wolfe of Fort Worth, Miss Eugenia Eve and Mrs. P. H. Eve of Hollywood, Florida, Mrs. John J. Van Pelt of Lubbock, Mrs. Paul V. Barmann of Fort Worth, Mrs. Robert F. Binney of Arlington, and Mrs. Alva B. Harmonson of Keller.

Chapter bylaws written by Mrs. George T. Spears, Sr., Honorary State Regent, and her committee were adopted at the, April, 1959, meeting. A contribution was made to the National Awards Committee at this meeting and, over the years, further contributions have been made to this fund. Members of the chapter have been honored in being asked to present National Society awards at several of the air-force bases near Fort Worth.

The chapter purchased a chapter regent’s pin which is passed from regent to regent, and later voted to present the appropriate official insignia to each outgoing chapter regent.

For easy portability to meetings, a desk set of flags was purchased, including the flag of the United States of America, the Texas flag, and the DAC Banner.

Monetary gifts have been made to numerous national projects, including the National Headquarters Endowment and Maintenance Funds and the fund for framing photographs of the Honorary National Presidents which hang on the stair wall at Headquarters. A place setting of the Headquarters china was given in 1973, and S & H Green Stamps have been contributed for kitchen needs.

In the spring of 1960, the chapter began placing in the Fort Worth Library available National Society Lineage Books, and continues to supply these hooks as they are published. Genealogical books, original source material, and cash donations have been sent to the National Library; and genealogical records have been placed in the Fort Worth Library and in the Texas State Archives.

In 1961, as a part of the work of the Rehabilitation and Veterans’ Administration Hospitals Committee, the chapter initiated the giving of a $25 annual book scholarship to a student in the Occupational Therapy Department of Texas Woman’s University. The only stated requirement is that the recipient be the descendant of a war veteran. Winners are selected by the head of the Occupational Therapy Department. Sixteen girls have received the award which is presented at the March meeting each year, and at which the student and a faculty member are guests. In 1978, the scholarship was increased to $50. The Honorable Philip Livingston Chapter also presents cash and other gifts to the veteran hospitals in the Fort Worth area each year.

Under the chairmanship of Miss Marion Day Mullins, the chapter’s Historic Landmarks and Memorials Committee placed a marker in June 1968, at the Flower Mound Presbyterian Church in Denton County, Texas, a church which has been in service since 1854.

Each administration has followed the DAC objectives with interesting programs on historical and patriotic subjects. Pilgrimages have been made regularly to places of historic interest, including Fort Griffin, Fort Richardson, Fort Belknap, Fort Parker, Salado, Glenrose Dinosaur Park, and Millermore in Dallas.

Honorable Philip Livingston Chapter has been the hostess chapter for the Texas State Assembly on three occasions. The 1960 and 1974 State Assemblies were held in Fort Worth, and the 1965 Assembly convened in Brownwood.

Two of the chapter’s organizing members, Mrs. George T. Spears, Sr., and Mrs. John N. Weatherby, were Honorary State Regents; and two additional members, Mrs. Richard N. Grammer and Mrs. Martin D. Wolfe, have held the office in later years. Honorable Philip Livingston Chapter has been honored frequently with representation among the state officers and  national and state committees. The Organizing Regent, Mrs. Grammer, served as National Registrar from 1968 until 1973.
