What is the procedure for preserving a cemetery

These are the "Seven Steps to Cemetery Preservation" according to Prof. Brooks B. Ellwood, a former STC Advisory Board Member:

  1. Identify the cemetery and delineate its boundaries
    1. historical records
    2. fence lines
    3. find graves
    4. other physical evidence
    5. eyewitness accounts
  2. Protect the site
    1. limit access by using high fencing or similar
    2. strategic lighting
    3. strategic landscaping
    4. police patrols
    5. citizen patrols
    6. public awareness
      1. civic events and posters
      2. presentations in schools
  3. Clean
    1. trash removal
    2. bush hogging
    3. continue grounds upkeep in a manner that prevents damage to artifacts
  4. Map and plat the site
    1. conduct a simple pacing survey on common graph paper
    2. compass and tape survey
    3. planetable-type survey
    4. professional laser-type survey
  5. Identify unmarked burials
    1. consult historical photographs
    2. visual surveys (for depressed areas, etc.)
    3. probing the earth
    4. scraping
    5. geophysical techniques
    6. mark unmarked burials once they are identified
  6. Rebuild
    1. dig out buried markers
    2. reposition markers
    3. repair damaged markers, fences, and curbing
    4. replace destroyed markers, fences, curbing

Also, you should register your cemetery at the Historic Texas Cemetery Program. There is some documentation required and a fee for a marker to be placed at the cemetery site.
