Exemptions

 

All able-bodied men between the ages of 18 and 45 were expected to enroll in their respective regimental districts.  However, Virginia did grant exemptions to men who held certain occupations that were felt to be of importance to the general public.  Among those exempted were members of the Council of State, judges of the Supreme Court, clerks of the general assembly, clerks of the Supreme and inferior courts, the Adjutant General, the Treasurer and his clerks, the auditor of public accounts, registrars of the land office and their clerks, all inspectors of tobacco, all ministers of the Gospel licensed to preach, keepers of the public county and corporation courts, public hospital staff members, penitentiary guards and attendants, the doorkeeper of the Governor, officers of banks, millers and ferry-men.

 

Substitutes

 

Any detailed or drafted soldier could furnish a substitute who was an able-bodied man and well-clothed to serve in his place.
